Otterton

Otterton (/otterton / [Translation Unavailable]) is a subtropical Town located in the Nahan Provence of the Kingdom of Hobben.

The name Otterton is derived from the Sylvin language, as Otterton was founded by Trg̈mëmë Hewitt, who was culturaly Sylvin.

Climate

Otterton has a yearly average temperature of 23°C (73°F), with its average temperature during the summer being a warm 30°C (86°F) and its average temperature during the winter being a cool 17°C (62°F). Otterton receives an average of 278 cm/y (109 in/y) of precipitation, most of which comes in the form of rain during the summer. Otterton covers an area of nearly 4 km² (1 mi²), and an average elevation of 2862 m (9389 ft) above sea level.

Overview

Otterton was founded durring the late 13th century in summer of the year 1186, by Trg̈mëmë Hewitt. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Trg̈mëmë Hewitt.

Otterton was built using the conventions of Sylvin durring the late 13th century. Naturaly, all settlmentss have their own look to them, and Otterton is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.

Otterton is buildings are arranged arround a single spacious baked earthen mainstreet with many smaller streets branching off of it which gives the town a over all rectangular shape, albit one warped and twisted by the nature of the curves of the main road. The town is protected by a well-crafted cobblestone fence tall enough to provide adiquite cover for defenders to fire from, but no more than that. The town's frontieer-style defences have recently undergone extensive repairs and renovations, such that the repairwork is imeadiently apparent and can be spotted due to the diffring ages of materials. One can't help but wonder what brought the need for those repairs to the town.

The first thing you notice about Otterton is the large sign at the entrance welcoming you to their humble town. Children come up to you and say hi, some asking if you’ve fought any big monsters, and others just zipping away after their hello. The adults are much the same. By the time you’ve made it a significant way into the town you’ve been invited to a tavern for a pint to drink in exchange for news of the world. You’ve also had no less than three older women give you a sweetroll and direct your attention to their still unmarried children. It would be creepy if it wasn't so sincere.

Otterton has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Otterton 's public wards, blessings, and other arcane systems.

Otterton has an Millitary Academy which trains military officers and specilists.

Otterton has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.

Otterton has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Otterton is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.

Cultural Notes

Otterton 's locals are divided into several castes. They may be organized by social role, by imputed nobility of birth, by ethnic origins, or any other dividing principle, but they cannot imagine any other way of organizing themselves. A hierarchy of castes is not inevitable, but there will be social and legal limits applied to ensure that each caste remains fixed in its function. The outside world may or may not respect these distinctions when dealing with the locals.

Otterton 's bank was built using a different architectural style from the rest of the town. The style used is known for its fluid and florid elaborate style, comprising ornate, asymmetric designs and pastel shades. It is often considered to be a playful, light style, which made exuberant use of curves and emphasized subtle asymmetry in the general shape of its structures. Walls, ceilings and moldings are decorated with numerous interlacing of curves and counter-curves based on the shapes of ‘C’ and ‘S’, along with shell forms and other naturalistic shapes.

Otterton 's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves drinking to channel Augury energies of tier 3 via oratory performances.

Otterton 's roads were poorly made when first laid. Rather than repairing them correctly, a series of new roads was laid atop the old, leading to the streets of modern Otterton suffering from potholes, cracking, and even sinkholes. The locals often repair the road by putting down wooden decking.

In time immemorial, reportedly some time during the early 2nd century the Kami granted the town a great harvest. One of Otterton 's local festivals commemorates this miracle.
